Chief Deputy Chief Information Officer

MacGregor Stephenson serves as Chief Deputy Chief Information Officer for
Texas Health and Human Services (HHS), where he provides executive
leadership for information technology strategy, operations and policy. In
this role, he partners closely with Deputy CIOs and HHS program areas to
advance enterprise priorities, strengthen operational alignment, and ensure
clear, consistent communication with a strong program-centric focus.
Previously, MacGregor served as Director of Strategic Operations for HHS.
His career in public service also includes senior leadership roles as Chief of
Policy and Research at the Texas Division of Emergency Management;
Deputy Chief of Staff to the Governor of Texas; Assistant Commissioner of
Academic Affairs at the Texas Higher Education Coordinating Board;
Associate Vice Chancellor for Academic Affairs at The Texas A&M University
System; and Chief of Staff in the Texas House of Representatives.
MacGregor holds a Juris Doctor from the University of Denver and a Ph.D. in
Higher Education Administration from Texas A&M University.
